The consultant will support USAID ESP with environmental compliance, reporting, and stakeholder engagement in the Philippine energy sector over 50 days.

Overview
The USAID-assisted Energy Secure Philippines (ESP) Activity aims to assist the Philippine Government in pursuing development in the power sector. It has the three-fold objective of improving the performance of electric utilities, increasing the deployment of advanced energy sources and systems, and improving the energy procurement process.

The consultant will be providing technical input and support to grantees on matters pertaining to environmental compliance. The consultant shall report to the Chief of Party and concerned Objective Leads. The period of performance is a short engagement equivalent to 50 level of effort (LOE) days. The consultant is expected to be flexible and communicative during this time.

Responsibilities
USAID ESP seeks a qualified consultant who will support the USAID ESP team in the following activities:

  1. Lead the drafting or development of the Environment Monitoring and Management Plans
  2. Lead the drafting or development of the Environmental Screening Reports
  3. Monitor and document environmental impact, if any, of grantees’ activities
  4. Prepare reports related to environmental compliance
  5. Provide support in site visits, as may be needed
  6. Communicate and build networks with national, local and community officials, project partners, and stakeholders on matters of relevant policy
  7. Prepare, draft, and finalize project outputs, reports, workshop proceedings and documentations, training and field reports, and meeting notes.

Level of Effort (LOEs): 50

Qualifications
• At least seven (7) years of experience working/engaging with the public sector in policy, planning, research, project development, or project management roles; and a graduate degree in public policy, economics, planning, finance, business management, engineering, environment, law, and related disciplines (or a bachelor’s degree and 10 years of experience)
• Of which at least five (5) years of experience is working with private sector groups, civil society organizations, academe, and national and local government units with mandates/programs on energy sector policy, infrastructure, and investments\
